Hai Phong City provides legal assistance to propel small and medium enterprises
To meet the requirements of economic integration, the provision of legal assistance to small- and medium-sized enterprises and startups in Hai Phong city is being vigorously conducted, shifting from passive support to substantive partnership tailored to practical needs.

Hai Phong city has provided legal assistance to small- and medium-sized enterprises (SMEs) in the city in a synchronous manner and in various forms and contents, head of the city’s Department of Justice (DoJ)’s Law Dissemination and Education Division Dang Thi Ha said.

She went on to say that DoJ has enhanced law dissemination and education through organizing conferences and seminars and compiling legal documents. It has opened columns to receive feedback on legal documents and slashed the processing time for judicial administrative procedures by half.

Despite these achievements, the provision of legal assistance for SMEs still faces certain shortcomings. Nguyen Thi Quynh, Director of Tam Binh Trading and Service Manufacturing Joint Stock Company in Kien An ward, said that the rapid change of regulations makes it difficult for businesses to keep up, often leading to unintentional errors during implementation. Therefore, training, consultancy and troubleshooting directly from relevant authorities will help businesses ensure compliance, feel secure in their production activities and effectively mitigate legal risks.

At present, the city has some 45,000 operating enterprises, mostly SMEs and startups. To realize the goal of having more than 98,000 enterprises by 2030, the city has proactively implemented the program on provision of legal assistance to SMEs for the 2021-25 period and the Politburo’s Resolution 68-NQ/TW on the development of private economy.

Le Van Viet, Vice Chairman of the Hai Phong Young Entrepreneurs Association, pointed to the necessity of the provision of legal assistance for SMEs, especially young businesses, saying that at present, all legal documents and instructions are provided through Zalo directly to the association’s members.

According to DoJ’s representative, in the coming time, the department will focus on improving the quality of legal assistance provided to SMEs with focal solutions. It will accelerate law dissemination and education, apply digital technology for providing online consultancy; organize specialized legal training courses; compile practical guiding materials; and strengthen interdisciplinary coordination. The department will also leverage the role of consultant networks, associations and social organizations to help businesses develop sustainably and reduce legal risks.- (VLLF)
