Ministries strengthen legal assistance for businesses
During the last months of 2025, ministries and central agencies have accelerated the implementation of practical legal-assistance activities so as to help businesses understand and properly implement legal provisions.

During the last months of 2025, ministries and central agencies have accelerated the implementation of practical legal-assistance activities so as to help businesses understand and properly implement legal provisions.

Legal assistance activities focus on areas in which businesses frequently encounter challenges, such as tax, electronic invoicing, environmental protection, land use, food safety, e-commerce, intellectual property, and import-export activities. The diverse and flexible forms of legal assistance provision have been applied together with digital transformation, thereby helping reduce compliance costs and enhance legal capacity within the business community.

Specifically, the Ministry of Industry and Trade has updated and improved the system of legal documents related to e-commerce, import-export, competition and consumer rights protection. It has also organized training courses and direct dialogues with businesses to promptly provide guidance on new regulations, particularly in the context of deeper international economic integration where the requirements on satisfaction of market standards become more stringent.

Meanwhile, the Ministry of Finance has intensified its guidance and clarification of tax policies and electronic invoicing, and the settlement of common issues arising in production and business activities. At the same time, the ministry strengthens assistance for enterprises in carrying out business registration, investment and bidding procedures. Many legal materials have been standardized and compiled in the different forms, facilitating access and use by businesses, particularly small- and medium-sized enterprises.

Noteworthily, the Ministry of Justice is among the leading agencies in applying digital technology to provide legal assistance for citizens and businesses. It has implemented a series of key schemes on development of a big data database on law, the application of artificial intelligence in the formulation and review of legal documents, and the establishment of the Vietnam National Legal Digital Platform.

Particularly, the National Law Portal, put into operation since May, recorded more than 1,130,556 visits by the end of November. The portal’s AI Law system has also handled hundreds of thousands of question-and-answer interactions, helping citizens and businesses access legal information in a prompt, accurate and user-friendly manner.

Thanks to this, the number of businesses being able to access legal assistance in 2025 increased significantly, especially business households and family-owned enterprises facing difficulties in legal awareness and compliance.- (VLLF)
