Ministry proposes mobilization of social resources to develop atomic energy

A raft of measures to encourage the participation of organizations and individuals at home and abroad in the development of atomic energy has been introduced in the draft Law on Atomic Energy designed by the Ministry of Science and Technology (MOST) to replace the 2008 version.

Under the draft, organizations and individuals engaged in building atomic energy research and application institutions, radiation facilities, and facilities engaged in radiation-related activities would enjoy preferential policies under the law on mobilization of social resources.

The State would diversify public non-business services in the atomic energy field, and encourage organizations and enterprises to establish atomic energy research and application support funds.

Organizations and individuals would be permitted to invest in the form of public-private partnership to establish science and technology organizations operating in the field of atomic energy, radiation facilities and facilities engaged in radiation-related activities.

They might borrow capital to invest in radiation or nuclear infrastructure facilities and equipment; lease or hire assets; borrow radiation or nuclear equipment or purchase them on deferred payment or installment schemes.

The draft also facilitates the collaboration with international atomic energy research institutes to establish joint laboratories and reception of sponsorship and donations from domestic and foreign organizations and individuals.

The State would develop a program on training, upskilling, and development of human resources in the field of atomic energy and encourage organizations and individuals at home and abroad, overseas Vietnamese and international organizations to participate in the realization of the program.

Preferential policies would be adopted to attract highly qualified human resources and domestic and foreign experts to work in the field of atomic energy.

Students majored in atomic energy at the undergraduate and postgraduate levels would have their training expenses paid by the State. Those who study in the country would be granted scholarships while those studying abroad would receive financial support for training expenses.

Outstanding graduates in the field of atomic energy would have the opportunity to be employed by state management agencies and state institutes specialized in training, research and application of atomic energy. Apart from receiving salaries from the state budget, atomic energy workers would also enjoy occupation-based allowance.

The draft Law is scheduled to be submitted to the National Assembly for passage this October.- (VLLF)
