The National Assembly Standing Committee heard and discussed a summary report of the 1992 Constitution’s implementation on March 19, the first day of its 6th session.
NA Chairman Nguyen Sinh Hung said the committee would correct and edit content and technical aspects of the documents during the upcoming meetings for submission to concerned bodies in the near future.
During its nine-day meeting, the committee offered suggestions to some important draft laws.
When discussing the draft law against tobacco harms, deputies agreed to establish a fund for tobacco harm prevention and control. It should be a non-profit fund supported by the state budget and taxes collected from tobacco producers and cigarette sellers and consumers.
Regarding the draft law on money laundering prevention, many deputies agreed the national center for money laundering information should be managed by the State Bank.
While debating the draft law on university education, most participants agreed self-control rights given to universities and open audits of education quality should be features of the law.
On March 22, the Committee adopted the Ordinance on Consolidation of Legal Documents, which will take effect in July.
The Committee also discussed measures to reform and enhance the quality and effectiveness of National Assembly activities. Talks included the prospect of casting votes of confidence for all positions assigned or approved.
Under the plan proposed by the NA Standing Committee, the State President, Prime Minister, NA Chairman and their deputies, all members of the NA Standing Committee, cabinet members, the Chief Judge of the Supreme People’s Court and the Chief Auditor of the State Audit Office of Vietnam would undergo the vote.
Those who could not earn more than half the votes from deputies twice consecutively would undergo consideration by the NA for resignation or dismissal. Voting results would be publicized.-
