The Party Central Committee (the XIth tenure) closed its 12th plenum on October 11 in Hanoi after a week-long meeting, with the approval of the plenum’s resolution.

In his closing remarks, Party General Secretary Nguyen Phu Trong hailed the positive socio-economic transformation over the past nine months, including continued economic recovery, year-on-year economic growth, and rapid economic restructuring along with changing the growth model.

Productivity and competitiveness rose to new levels while crackdowns on corruption and waste made progress. International relations had raised the country’s prestige and status in the global arena. National defense and security had been strengthened while national sovereignty had been safeguarded, the Party leader said.

He called for thorough and proper awareness about policies that could be needed in response to the Trans-Pacific Partnership agreement - a new-generation free trade deal with full of opportunities and new challenges, in the remaining months of this year.

Regarding the 2016 socio-economic development plan, the Party chief pointed to the necessity of measures to improve growth quality and ensure sustainable socio-cultural and human development.

He asked the Government to scale down overspending, control public debts, deal with non-performing loans and weak commercial banks, improve governance, and raise the operation efficiency of state-owned enterprises.

Other steps were also highlighted, including fine-tuning the socialism-oriented market economy and improving the business climate, so that Vietnam could take opportunities of global integration.

The Party chief expressed his appreciation for thorough preparations for nomination of personnel for the Politburo, the Secretariat and other key positions between now and the XIIth National Party Congress, adding that the Party Central Committee had voted on the first round of a list of proposed personnel for its XIIth tenure.

With regard to the election of deputies to the XIVth National Assembly and People’s Councils at all levels of the 2016-21 term, Trong said 500 persons needed to be elected, with criteria on moral quality and professional qualifications being considered the top priority.

Closing his speech, he said the successful implementation of the resolution adopted at this plenum would help accomplish the socio-economic development tasks for 2015 and 2016 and contribute to the success of the XIIth National Party Congress.- (VNS/VLLF)
