A plan was recently approved by the Prime Minister under Decision 2715/QD-TTg on the implementation of the recommendations of the United Nations (UN) Human Rights Committee regarding the country’s fourth periodical report on the implementation of the International Covenant on Civil and Political Rights (ICCPR). The plan clearly defines tasks and roadmaps to ensure the effective implementation of those recommendations and the ICCPR’s relevant provisions.
Specifically, it seeks to integrate these efforts with the country’s ongoing process of institutional and legal reform, improve the effectiveness of the law enforcement in the field of civil and political rights, and ensure consistency with the Constitution and the country’s socio-economic conditions.
One of the key tasks set forth in the plan is to continue reviewing existing legal provisions and proposing measures to further improve them in order to better implement the ICCPR, focusing on assessing the conformity of provisions of draft laws and resolutions of the National Assembly, and draft ordinances and resolutions of the National Assembly Standing Committee with the ICCPR’s requirements.
At the same time, improvements to the legal framework will be studied and proposed in order to more effectively implement the ICCPR, including regulations on the protection of civil and political rights, especially in areas related to non-discrimination and permissible limitations on rights.
Another important task is to develop and effectively implement programs and plans to promote gender equality, respond to gender-based violence, and implement the National Action Plan on Women, Peace and Security.
The plan also emphasizes eliminating stereotypes and discrimination against women and other vulnerable groups, with particular attention to persons with disabilities, children, ethnic minorities, and lesbian, gay, bisexual, transgender and intersex (LGBTI) persons.
In addition, the plan prioritizes improving the mechanisms for resolving complaints and denunciations in a convenient and secure manner, while increasing the rate of successful resolution of cases involving violations of individuals’ civil and political rights, thereby better safeguarding the right to file complaints and denunciations.
The plan further calls for intensified public communication about information on civil and political rights and enhanced training of officials at all levels. The country will also implement periodical reporting and notification mechanisms on the status of ICCPR implementation and related recommendations in conformity with the requirements of the UN Human Rights Committee, while strengthening related international cooperation activities.
Adopted by the United Nations General Assembly on December 16, 1966, and entering into force on March 23, 1976, the ICCPR is one of the most important international human rights treaties. As of March 2023, the Covenant has 173 States Parties. Vietnam joined the United Nations in 1977 and acceded to the ICCPR in 1982.- (VLLF)
