The Ministry of Justice on March 27 held a conference in Hanoi to launch the Policy- and Law-Making Support Fund, marking a significant step in mobilising social resources for law-making and law enforcement activities in a new phase of national development.
The fund is established amid the country’s efforts to implement Politburo Resolution 66-NQ/TW of April 30, 2025, which calls for reforms to law-making and law enforcement to meet national development requirements in the new era. The resolution emphasises the need to renew legal thinking and sets out orientations for building a dedicated financial mechanism to ensure adequate resources for legislative development.
Following this direction, the National Assembly issued Resolution 197/2025/QH15, while the Government promulgated Decree 289/2025/ND-CP providing the legal basis for the fund’s establishment. In furtherance of these regulations, the Minister of Justice has issued decisions defining the fund’s charter, organisational structure, functions, duties and operational framework.
Addressing the conference, Deputy Minister of Justice Phan Chi Hieu, who also serves as Chairman of the fund’s Management Board, underscored the fund’s importance in advancing the socialist law-ruled Vietnamese State. He noted that the fund is expected to support the development of a comprehensive, unified, transparent and stable legal system capable of meeting the demands of rapid and sustainable growth.
The fund will operate on a non-profit basis, adhering to principles of openness, transparency and proper use of resources. Safeguards have been put in place to prevent misuse of funding, including any attempt to influence the policy-making process or undermine national interests, defence, public security, or social order.
At the national level, the fund is intended to serve as a key support mechanism for strategic research, policy- and law-making, law enforcement, and development of legal human resources. It will also help mobilise contributions from experts, academies, managers and the business community for these activities.
At the event, major enterprises, including Vingroup and Military Bank, expressed their intention to support the fund. This is a positive signal of the private sector’s engagement and shared responsibility in strengthening the country’s institutional framework.
The launch of the fund is not only an organisational milestone but also a clear message from the Ministry of Justice of its determination to build a modern and effective legal system, with high-quality policies and laws at its core, to underpin Vietnam’s long-term development in the new era.- (VLLF)
