Resolution 57: Tay Ninh, TTC AgriS team up to modernize sugarcane sector

The Tay Ninh Provincial People’s Committee and Thanh Thanh Cong – Bien Hoa JSC (TTC AgriS) on December 16 signed a Memorandum of Understanding (MOU) on comprehensive agricultural cooperation, with a focus on sugarcane, in line with the Politburo’s Resolution No. 57-NQ/TW on developing sci-tech linked to agricultural production.

Under the framework, both sides will roll out projects to establish large-scale farms, enhance production efficiency, and improve management across the sugarcane value chain. A flagship initiative is the Model Farm/Experimental Farm (DemoFarm) project, which will introduce advanced cultivation techniques tailored to local soil conditions. The first phase will cover about 1,250 ha, with an estimated investment of nearly VND 200 billion (USD 7.69 million), followed by gradual expansion and technology transfer to farmers in raw material zones.

At the same time, a digital farm management system will be introduced to enhance efficiency and monitoring, moving toward a centralized, synchronized model for the province’s sugarcane industry, with an estimated investment of about VND 80 billion.

In production, processing and logistics, several large-scale projects are planned to boost deep processing capacity and diversify product lines. Notably, the 48ha NIVL sugar factory project, with an estimated investment of VND 5 trillion, will specialize in refined, powdered and liquid sugar, and premix products for domestic consumption and export.

An international production, export-import center integrated with logistics warehouses is also envisioned on 15–20 ha, requiring roughly VND 3 trillion in funding, to complete the province’s circulation and distribution network for sugarcane and other agricultural products.

The TTC AgriS sugar processing plant in Ninh Dien commune will undergo upgrades to increase daily cane crushing capacity to 5,000 tons, targeting quality refined sugar output. Concurrently, a thermal power center equipped with a high-pressure boiler and a 26 MW turbine will be developed to secure reliable energy for operations.

Another core element of the partnership focuses on land development, crop restructuring, and raw material area expansion. Plans call for scaling sugarcane cultivation to at least 20,000 ha through state land leasing and partnerships with agricultural landowners and organizations, with a total investment estimated at 900 billion VND. Alongside this, the province will cultivate fruit raw material zones linked to export-standard preliminary processing and packaging facilities.

Vice Chairman of the provincial People’s Committee Nguyen Minh Lam said local authorities directed relevant agencies to ensure projects proceed on schedule and in compliance with regulations, while the company pledged to pool resources and accelerate the agreed projects.- (VNA/VLLF)
