Science and technology key to fast, sustainable development

The following part of the 2011-20 Socio-Economic Development Strategy deals with scientific and technological development; environment protection; maintenance of national independence, sovereignty, territorial integrity, political security as well as social order and safety; expansion of external relations and active integration; and higher effectiveness of state management.

10. To carry out scientific and technological development actually as a key motive force of the fast and sustainable development process

To focus scientific and technological activities on serving industrialization, modernization and in-depth development, contributing to quickly increasing productivity, quality, effectiveness and competitiveness of the economy. To synchronously perform the tasks of raising capability, renewing the management mechanism, stepping up scientific and technological application and furthering international integration in terms of science and technology.

To quickly increase scientific and technological capabilities with priorities and focuses. To synchronously develop and effectively utilize physical foundations and human resources. The State will concentrate investment on key national tasks, scientific and technological solutions for leading and spearhead products, while stepping up the socialization and mobilization of all social resources, particularly of enterprises, for scientific and technological development. To link scientific and technological objectives and tasks to socio-economic development objectives and tasks at every level and of every sector, locality and unit.

To vigorously and synchronously renew the organization and management and operation mechanisms of scientific and technological activities. To bring into play the role and effectiveness of leading scientific and technological organizations in performing key scientific and technological tasks. To strongly develop the science and technology market. To substantially renew the state fund-using mechanism and the scientific and technological task- formulating and -performing mechanism in the direction of taking application objectives and effectiveness as primary criteria; to switch scientific and technological non-business units to operate under the autonomy and accountability mechanism. To develop scientific and technological enterprises, technological renewal funds and venture investment funds. To formulate synchronous policies on training, attracting, promoting and preferentially treating talented scientists and technologists. To practice democracy, respect and promote freedom of thinking in research and creation activities of intellectuals for national development.

To step up technological research, development and application; to rationally and synchronously develop social sciences, natural sciences, technical sciences and technologies. Social sciences must well perform the tasks of theoretical research, practical review, forecast about development trends and supplying grounds for the formulation of guidelines and policies for national development in the new period. To vigorously link scientific and technological research and application to the development requirements of each industry, sector and product, and to training, production and business. To formulate and materialize national programs on technological renewal, adopt policies to encourage enterprises to import modern technologies, first of all for leading and spearhead industries and sectors; to prioritize the development of high technologies; to quickly apply science and technology to agriculture and rural industries; to rationally use labor-intensive technologies. To quickly form a number of strong research and application institutions capable of receiving and improving technologies and creating new ones associated with production and business activities. To bring into play the effectiveness of key national laboratories. To introduce policies to encourage and support enterprises of all economic sectors to renew technology, master key and spearhead technologies and step up production of products with hi-tech content, giving priority to small- and medium-sized enterprises.

To pay proper attention to basic researches with focuses according to national development requirements.

To attach importance to scientific and technological branches and sectors acting as the foundation for developing a knowledge-based economy, such as information technology, bio-technology, new-material technology and environmental technology. To concentrate on developing hi-tech products with great added value in some industries and sectors.

To establish a system for assessment of results and effectiveness of scientific and technological activities. To strictly implement regulations on intellectual property rights and focus on developing and exploiting intellectual assets. To expand and upgrade the system of standards and norms up to international standards.

11. To protect and qualitatively improve the environment, to take the initiative in effectively responding to climate change and preventing and controlling natural disasters

To raise awareness about environmental protection, linking environmental protection objectives and tasks to socio-economic development. To renew natural resource management and environmental protection mechanisms. To include environmental protection in sectoral and regional development strategies, master plans and plans as well as programs and projects. New construction investment projects must satisfy environmental requirements. To strictly realize the roadmap for handling polluting establishments. To finalize the legal system on environmental protection; to work out penalties strict enough to ward off and handle violations. To redress environmental degradation, protecting the environment and ecological balance and improving environmental quality. To properly implement the forestation program, effectively prevent forest destruction and fires; to increase areas of nature reserves. To effectively manage, exploit and use land and water resources, minerals and other natural resources. To restrict and later stop the export of crude natural resources. To attach importance to developing a green and environment-friendly economy. To follow sustainable production and consumption; to step by step develop clean energies, clean production and clean consumption. To step up socialization of environmental protection activities and develop environmental and waste treatment services.

To step up hydrometeorological and climate change research, forecast and impact assessment for proactive application of effective natural disaster prevention and combat measures and materialization of the national program on response to climate change, particularly sea level rise. To intensify international cooperation for coordinated action and mobilization of international assistance.

12. To firmly maintain national independence, sovereignty and territorial integrity, ensure political security, social order and safety; to expand external relations for proactive integration, raising Vietnam’s position in the international arena

To enhance defense potential, firmly maintaining national independence, sovereignty and territorial integrity on the mainland, in the airspace and sea areas and on islands. To firmly maintain peace and stability for national construction and development.

To deploy a defense and security posture suitable to the new situation. To link defense to security. To closely associate defense and security with socio-economic development in each territorial area, in planning work, plans, programs and projects. To maintain political security and social order and safety, paying special attention to key regions and areas. To expand the mode of mobilizing resources for building the defense industry and raising its capacity. To incorporate programs for constructing defense-economic zones in border areas and on islands. To build the People’s Army and People’s Public Security to be comprehensively strong, revolutionary, regular, crack and incrementally modern; to protect the Fatherland, the Party, the State, the people and the socialist regime; to firmly maintain political security and social order and safety; to actively frustrate all sabotage schemes of hostile forces and all plots and acts that infringe upon national sovereignty and territorial integrity, avoiding passiveness and suddenness.

To persistently pursue the external policy of independence, sovereignty, peace, cooperation and development; to multilateralize and diversity relations, proactively and actively engage in international integration; Vietnam is a friend, a reliable partner and a responsible member of the international community; to create a peaceful and stable environment for national construction and development.

To enhance friendly and cooperative relations with neighboring countries; to step up the settlement of existing border, territorial, marine boundary and continental shelf issues with concerned countries on the basis of international law and the regional code of conduct. To build the borderlines of peace, friendship and cooperation for mutual development. To proactively, actively and responsibly join other countries in building a firm and strong ASEAN community. To closely combine the Party’s external relations with the State’s diplomacy and people-to-people diplomacy, political diplomacy with economic and cultural diplomacy, external relations with defense and security. To raise the effectiveness of international integration, contributing to building an independent, sovereign and fast and sustainably developing economy. To bring into play the role and resources of the overseas Vietnamese community for national development.

To further improve the investment environment, creating favorable conditions for vigorously attracting international capital sources; attracting major investors with high technologies and source technologies; to expand the export market.

V. Raising state management effect and effectiveness for successful implementation of the strategy

1. To properly perform the State’s functions, judiciously handle the relationship between the State and the market

To comprehensively build, qualitatively improve and effectively enforce the legal system, institutions and policies on socio-economic development, increasingly improve social security and social welfare, protect and assist vulnerable groups in the market economy. To maintain macro-economic stability and economic security.

To formulate and fruitfully implement strategies, master plans and plans, and with resources and policies to direct the processes of socio-economic development and the business system to necessary sectors and geographical areas, meeting the development objectives and requirements.

To manage and effectively use national assets, and properly perform the owner function over state enterprises. To organize the supply of essential commodities and services, which the private economic sector cannot or do not want to supply; to control monopoly and protect consumers.

To strongly develop human resources and economic and social infrastructure facilities to meet the development requirements.

To maintain defense and security and effectively implement the Party’s external policy, firmly maintaining socio-political stability and creating a more and more favorable environment for national development.

The State manages and runs the economy by law, master plans, plans and regulatory instruments on the basis of respecting market rules. To intensify supervision, particularly supervision of the financial market, proactively regulate and reduce negative impacts of the market, neither giving the market a free rein nor making such interventions that distort the market relations.

2. To consolidate the state apparatus, creating vigorous improvements in administrative reforms

To step up legislative, executive and judiciary reforms, renewing the lawmaking thinking and process and raising the quality of the legal system. To continue building the socialist law-governed state, following the principle that the state powers are unified, with division, coordination and control among agencies in the exercise of legislative, executive and judiciary powers. To perfect mechanisms in order to intensify the inspection and supervision of activities of legislative, executive and judiciary bodies.

To concentrate on building a clean and strong state administration, ensuring the unified, seamless, effective and efficient management. To materialize the master plan on administrative reform and modernization of the state administration. To further consolidate the government apparatus, raising the effectiveness of macro-management, particularly the quality of formulating institutions, master plans, forecasting capacity and policy responsiveness under the conditions of a market economy and international integration. To review and assess the organizational models and operational quality of local administrations with a view to establishing an appropriate organizational model, ensuring the correct assignment of functions, responsibilities and competence, and practicality, effect and effectiveness. To build appropriate models of urban administration and rural administration.

To further improve the decentralization mechanism, ensuring the unified management of development master plans and orientations, enhancing supervision, examination and inspection work while promoting the proactive role and sense of responsibility and raising the capacity of each level and each sector. To expand democracy while enhancing discipline.

To build a contingent of cadres, civil servants and public employees with good moral qualities, steady political stuff, high capabilities and professionalism who dedicatedly serve the  people. To clearly define and promote the responsibility of the heads.

The reform of administrative procedures is required right in the process of formulating institutions, summarizing practical experiences and increasing dialogs between the State and enterprises as well as people; to expand democracy and promote the role of independent consultancy organizations and specialists in formulating institutions and national standards on administrative procedures; to substantially reduce administrative procedures. To publicize administrative norms and regulations for people to oversee their implementation. To enhance transparency and responsibility in public-duty activities. To step up the application of information technology to the management and administration of the state administrative system at all levels.

3. To step up the struggle to prevent and fight corruption and waste

To persistently, resolutely and effectively carry out the struggle to prevent and combat corruption and waste, which is a very important, urgent and long-term task in building the Party and the State. To further improve institutions and law. To raise moral qualities of civil servants; to require publicity and transparency of properties of cadres and civil servants. To intensify supervision, practice democracy and create mechanisms for people to supervise activities related to state budget and assets. To raise the effect and effectiveness of enforcement bodies, encouraging the detection and severe handling of acts of corruption and waste. To substantially reform the salary regime applied to cadres, civil servants and public employees.

To bring into play the roles of the Fatherland Front, mass organizations and mass media agencies in uncovering, fighting and preventing corruption and waste.

4. To enhance the Party leadership and promote the people’s mastery in building the state apparatus

Under the conditions that ours is the ruling Party and the State is a socialist law-governed state of the people, by the people and for the people, the Party leadership must be performed mainly by the State and through the State.

To further improve the contents and renew the mode of the Party leadership, linking powers to responsibilities in the performance of the leadership function by the Party committees at all levels; to enhance democracy within the Party and promote the people’s mastery constitute an important content of political renewal which must be carried out in synchrony with economic renewal. To attach importance to expanding direct democracy in building the Party and the administration, putting an end to the situation that the Party relaxes its leadership or assumes the administration’s executive functions and tasks.

To review the experimentation of non-organization of people’s councils of districts and wards; direct election of Party secretaries by Party congresses at all levels; direct election of the heads of commune-level administrations by the people; consolidation of the titles of Party secretary and people’s committee chairman. On that basis, to choose appropriate and effective options that help renew the mode of Party leadership and enhance the Party leadership, raise the effect and effectiveness of management by the administration and promote the people’s mastery, particularly direct democracy.

To further improve mechanisms for the people to contribute their opinions, make social counter-arguments and oversee activities of the Party and the State, particularly economic and social policies, master plans, plans and programs and important development projects. To clearly define the regime of information provision and accountability to people by state bodies. To further improve and properly implement the Regulations on Grassroots Democracy. To bring into play the role of socio-political organizations and social organizations and every citizen in the management and organization of the community life according to law.-
