SMEs’ accelerated digital transformation for deeper participation in value chains

With a view to increasing the readiness and digital transformation capacity of small- and medium-sized enterprises (SMEs), Deputy Prime Minister Nguyen Chi Dung on March 16 signed Decision 433/QD-TTg, approving the Scheme on digital transformation for SMEs for the 2026-30 period.

Under the scheme, SMEs will be provided with aid packages suitable to their needs, scale, level of readiness and specific operation characteristics. The Scheme aims to promote substantive and comprehensive digital transformation, improve productivity and operational efficiency, and enhance adaptability to market fluctuations, thereby facilitating SMEs’ deeper participation in regional and global value chains.

As for specific targets, by 2030, it is expected to have at least 500,000 SMEs receiving support through the scheme’s activities. Of which, at least 300,000 SMEs will be supported in applying digital technology, digital platforms and artificial intelligence.

At the same time, a group of 200 exemplary SMEs in digital transformation in such sectors as science and technology, processing and manufacturing, agriculture, healthcare, trade, logistics, finance, education and tourism will be formed. A network of digital transformation consultants will be formed, comprising at least 500 institutional and individual participants meeting criteria on professional capacity and practical experience.

To realise the above objectives, the Scheme sets out three key groups of tasks and solutions.

First, the scheme focuses on improving institutions and policies to support SMEs’ digital transformation. This includes revising the 2017 Law on Support for SMEs and guiding documents to remove barriers to the application of digital technologies, platforms, and artificial intelligence. In addition, the legal framework on digital transformation, science, technology and innovation will be improved to create favorable conditions for implementation of SME support policies.

Second, the scheme prioritises the development of digital infrastructure, including fixed broadband, 5G, and next-generation mobile technologies in industrial parks, export processing zones, economic zones, hi-tech parks, and digital technology parks. These are expected to promote and intensify the application of smart manufacturing, automation, the industrial Internet of Things (IIoT), robotics, artificial intelligence, and real-time control systems requiring low latency and high reliability.

Third, SMEs will receive support for developing their digital transformation roadmaps, accessing consultancy networks, and applying digital technologies, platforms and artificial intelligence.- (VLLF)
