State management of food safety redefined

Each product or production or business establishment should be managed by only one state management agency.

Under Joint Circular No. 13 of April 9, of the Ministry of Health, the Ministry of Agriculture and Rural Development and the Ministry of Industry and Trade, guiding the assignment and coordination in state management of food safety, a production establishment that produces various food products falling under the management of two or more ministries, in which at least one product is under the Ministry of Health’s management, will be directly managed by the Ministry of Health only.

The Ministry of Agriculture and Rural Development will be in charge of a production establishment producing various food products which are under the management of the Ministry of Agriculture and Rural Development and the Ministry of Industry and Trade.

Under the new regulation, the Ministry of Health is assigned to manage establishments producing or trading in utensils and materials for packaging food products, except special-use ones for packaging products under management of the Ministry of Agriculture and Rural Development and the Ministry of Industry and Trade.

Establishments that deal in various types of food products falling under the management of two or more ministries (including also marketplaces and supermarkets) will be directly managed by the Ministry of Industry and Trade, except farm produce wholesale and auction markets managed by the Ministry of Agriculture and Rural Development.-
