Unemployment insurance policy has proven quite necessary in the context of massive layoffs caused by the economic crisis. However, the late enactment of this policy, together with some impractical provisions, has reduced the effectiveness of a solution needed to cope with the challenges that Vietnam is bound to face in the coming years.
