A number of incentives will be given to rice-farming localities under Government Decree No. 35/2015/ND-CP of April 13, on management and use of rice-farming land.
Accordingly, the State will provide these localities with rice production supports (including those for investment and regular spending) within state budget allocation quotas decided by competent authorities under the State Budget Law.

An additional support of VND one million per hectare per year will also be given to wet-rice farmers, and VND 500,000 per hectare per year to other rice farmers, except for those spontaneously doing terrace rice fields not under master plans and plans on rice-farming land use.
Rice-farming land areas eligible for support are determined based on land statistics of the year preceding the budget allocation planning year of provinces and centrally run cities announced by the Ministry of Natural Resources and Environment.
Regarding land reclamation and rice-farming land restoration, the State will provide a support of VND 10 million per hectare for rice-farming fields which are reclaimed from unused land or restored from barren land. A support of VND five million per hectare will be provided to wet-rice farming fields transformed from single-crop wet-rice land or land for growing other crops.
In case of rice farming combined with aquaculture, the Government allows farmers to lower the elevation of 20 percent of total rice farming land areas for aquaculture, provided such areas can be elevated again for rice farming.
This Decree will take effect on July 1, 2015.-
