Businesses in FTA ecosystem eligible for support of up to VND 600 million a year
The Government has introduced a new package of support measures to help enterprises, cooperatives and business households make better use of free trade agreements, with eligible entities able to receive financial support of up to VND 600 million per year.

From June 26, enterprises, cooperatives and business households participating in the ecosystem for leveraging Free Trade Agreements (FTAs) will be eligible for financial support of up to VND 600 million per year, excluding interest rate subsidies.

The support is provided under Decree 240/2026/ND-CP which details a number of articles of, and measures to implement, the National Assembly’s Resolution 250 of December 10, 2025, on special mechanisms and policies to enhance the effectiveness of international integration. 

Under the decree, if an enterprise, cooperative or business household qualifies for support under both the decree and another legal support scheme, it may choose the more favourable support where the benefits are of the same nature. Where the support measures are different, they may be applied concurrently.

To be eligible for support, enterprises, cooperatives and business households must first be recognised by the Ministry of Industry and Trade as members of the ecosystem for leveraging FTAs. They must also meet the prescribed eligibility criteria and have their support proposals appraised and approved by the relevant provincial-level People's Committee.

The decree provides seven categories of support, covering administrative procedures, capacity building, human resource training, production and business linkages, market connectivity and expansion, quality testing, inspection and certification, and interest rate subsidies.

Notable measures include funding of up to 50 per cent of eligible costs for hiring consultants, upgrading and adopting technologies, leasing or purchasing digital transformation and traceability solutions, and consultancy services to improve business management, production processes, technological processes and business model transformation.

The State will also cover the costs of training courses on product testing, inspection, appraisal and quality certification, quality management system certification, and consultancy services on value chain linkages and market expansion, within the limits prescribed by the decree.

In addition to these direct support measures, the decree provides for an interest rate subsidy of two per cent per annum on medium- and long-term loans used to finance production and business schemes or projects implemented under ecosystem programmes and plans. The subsidy is capped at VND 1 billion per entity per year.- (VLLF)
