According to this Decision, issued by the Prime Minister on July 17, agencies or organizations that use state budget capital, capital of state budget origin or the State's development investment credit capital for information technology application and development must prioritize the procurement and use of home-made information technology products.
Heads of ministries, ministerial-level agencies and government-attached agencies or presidents of provincial/municipal People's Committees shall be responsible for their decisions to permit the procurement of imported products.
These agencies shall, according to their competence, promulgate specific regulations on prioritizing the procurement of home-made information technology products in information technology projects using foreign loans or aid capital or capital of other sources.-
