Department of Registration of Secured Transactions and State Compensation works with senior officials from the Royal Monetary Authority of Bhutan

On June 16, 2026, the leadership of the Department of Registration of Secured Transactions and State Compensation of the Ministry of Justice received and held a working session with a high-level delegation from the Royal Monetary Authority of Bhutan (RMA). The delegation was led by Ms Sonam Pelden, Chief of the Governor’s Office of the Royal Monetary Authority of Bhutan, accompanied by senior officials from the Collateral Registry and Secured Transactions (CRST), the Legal Department, the Strategy and Planning Department, the Payment Systems Department, and other relevant units.

Welcoming the senior Bhutanese delegation to visit and exchange experience at the Department under a cooperation programme supported by the International Finance Corporation (IFC), the Department’s Director General Le Ve Quoc emphasised the vital role of the secured transactions registry system in increasing access to credit, ensuring legal safety for transactions, and promoting the economic development.

During the working session, representatives from the Department’s specialised units introduced Vietnam’s legal framework on secured transactions, the organisational and operational model of the secured transactions registry system, data digitisation, and the provision of online public services. They also highlighted solutions to support citizens, businesses and credit institutions in effectively utilising registered information.

The Bhutanese delegation highly appreciated Vietnam’s achievements in building and operating a modern and transparent secured transactions registry system. They also discussed various contents related to the management model, the registry system’s operational mechanism, and digital transformation experiences. Both sides shared information regarding each country’s secured transactions registry system, thereby opening up future cooperation opportunities.

The Bhutanese side cordially invited the Department’s officers to visit and study the practical model of the secured transactions registry in Bhutan. Director General Quoc thanked them for the invitation and stated that he would report to the Leadership of the Ministry of Justice on the possibility of organising cooperation and experience-sharing activities between the two sides in the near future.

Both parties also agreed to maintain professional exchanges by organising an online working session where the Department can introduce Vietnam’s online registry system, share experiences, and support each other in improving the secured transactions registry system of each country.

As part of the visit, the delegation toured the Transaction and Asset Registry Centre in Hanoi to observe the practical processes of receiving and processing registry dossiers for secured transactions, providing online public services, and utilising the secured transactions database.-
