The Government has recently enacted Decree 331/2025/ND-CP aimed at promoting the atomic energy development and application and providing policies on investment and human resources development for the sector.
Under the new decree, effective as of January 1, 2026, the State will ensure funding for the construction, development and maintenance of nuclear science and technology infrastructure, including a national key laboratory for nuclear science and technology; facilities for the designing and manufacturing of radiation and nuclear equipment; centers for radiation and nuclear technology testing and laboratories for radiation and nuclear safety testing.
Organizations, enterprises and individuals operating in the field of atomic energy will be encouraged to cooperate with, and receive technology transfers from, domestic and foreign partners, and entitled to support and incentives in accordance with the laws on technology transfer, investment, bidding and other relevant laws.
Investors that commit to transferring atomic energy technologies that are on the list of high technologies prioritized for development investment provided by the law on high technology will be eligible for incentives in investor selection in accordance with the law on bidding.
To increase the equipment manufacturing capacity, localization and technological mastery in the atomic energy sector, the State encourages organizations, enterprises and individuals to participate in scientific research and technological development; maintenance, repair, designing, manufacturing and testing of radiation and nuclear equipment, radiation measurement devices and other specialized equipment.
The decree mandates the Ministry of Education and Training and the Ministry of Science and Technology to provide training courses and develop teaching and research personnel in this field.
It also says that high-achieving university graduates in majors such as nuclear power, nuclear physics, nuclear engineering, nuclear technology, engineering physics, water chemistry, radiochemistry, and other relevant fields will be prioritized for selective recruitment to work as civil servants and public employees. The content, format and procedures for recruitment must comply with the laws on cadres and civil servants and public employees.- (VLLF)
