New scheme pushes full-scale digital transformation in infrastructure sector
A comprehensive scheme to accelerate digital transformation in the infrastructure sector has recently been approved, setting out targets for synchronized data systems, smart technologies, and fully digitized management and operation processes through 2035.

Deputy Prime Minister Tran Hong Ha signed Decision 2597/QD-TTg on November 27, approving the Scheme on digital transformation in the construction, management, and operation of construction infrastructure.

The Scheme sets the objectives of fundamentally modernizing management methods, enhancing investment efficiency, and improving project quality. It aims to establish a smart, synchronized digital infrastructure ecosystem that is interconnected across sectors, with data as the foundation and people and businesses at the center, thus contributing to the broader goals of building a digital economy and society.

By 2026, the Scheme targets completion of the legal framework supporting digital transformation,  issuance of technical standards on data, digital platforms, building information modeling (BIM), the Internet of Things (IoT), and smart infrastructure, and development of a comprehensive national database on construction infrastructure. A national BIM data repository will be established, and BIM will become mandatory for level-II and above works in new projects using public investment capital, state capital outside public investment, and public-private partnerships that are beginning project preparation.

By 2030, all new infrastructure construction projects will apply artificial intelligence (AI), IoT, geographic information system (GIS), and BIM technologies in design, supervision, quality control, and operation. Management data will be digitized and standardized, and shared-use digital platforms will be deployed to support the management, operation, and maintenance of infrastructure works. The Scheme also targets a fully electronic management system from central to local levels, and a workforce capable of operating digital technologies. All digital systems in the sector must apply cybersecurity measures consistent with prescribed levels.

By 2035, the Scheme aims to complete full digital transformation across construction, management, and operation activities, with widespread use of BIM to reduce costs, enhance transparency, and strengthen quality control.

To realize these goals, the Scheme sets out seven key tasks, including improving policy frameworks, upgrading technical infrastructure, promoting digital transformation in urban and transport infrastructure, developing human resources, and strengthening international cooperation.

The Ministry of Construction is assigned to lead implementation, coordinate with ministries and localities, issue guidelines, inspect progress, and propose adjustments when necessary. Relevant ministries, sectors, and provincial authorities are responsible for implementing their respective tasks.
