Party determines to make breakthroughs in technology development, innovation, digital transformation

The Party General Secretary on December 22 signed Resolution 57-NQ/TW on breakthroughs in science and technology development, renovation and national digital transformation, striving for the target that Vietnam will become a developing country with modern industry and upper middle income by 2030, and a developed country with high income by 2045.

In light of this, the Resolution sets the target that by 2030, the country’s potential and level of science, technology and innovation will reach advanced levels in many important fields, and be among the leading upper-middle-income countries.

Specifically, Vietnam will be among the top three countries in Southeast Asia, top 50 countries in the world in digital competitiveness and e-government development index, and top three countries in the Southeast Asia in artificial intelligence (AI) research and development. The country will have at least five digital technology enterprises on par with the advanced countries.

In the same period, the contribution of total factor productivity (TFP) to the country’s economic growth will surpass 55 percent, while the proportion of hi-tech product exports to the total value of exported goods reaches at least 50 percent.

In addition, the scale of the digital economy will reach at least 30 percent of GDP, the rate of online public services used by the people and enterprises will account for over 80 percent; and cashless transactions will reach 80 percent.

Under the Resolution, the country will devote significant resources to scientific research, technology and innovation. Specifically, by 2030, the budget for research and development will reach 2 percent of GDP, in which social resources will account for more than 60 percent, while at least 3 percent of the total annual budget will be allocated for science, technology, innovation and national digital transformation development, and will gradually increase to meet development requirements.

The aforementioned goals will serve as a basis for the Politburo to set out a vision toward 2045, which is that the country’s science, technology, innovation and digital transformation will develop steadily, contributing to turning Vietnam into a high-income developed country.

To realize the set goals, the Politburo requires the entire political system to focus on several key tasks.

Specifically, it is required to raise the awareness and make breakthroughs in ways of thinking and political determination for the development of science, technology, innovation and national digital transformation. Moreover, institutions will have to be resolutely improved, eliminating all thoughts, concepts and barriers that are hindering the development.

Other tasks include increasing investment and improving infrastructure for science, technology, innovation and national digital transformation, developing and making use of high-quality human resources and talents, accelerating digital transformation, and applying scientific, technological and innovative advances in operations of agencies in the political system, among others.- (VLLF)
