THE POLITICAL BUREAU’S RESOLUTION
On overseas Vietnamese affairs

After more than 20 years of implementing the Political Bureau’s Resolution No. 36-NQ/TW of March 26, 2004, overseas Vietnamese affairs have seen fundamental and comprehensive progresses, contributing to improving the awareness and unifying action from the central to local levels, both at home and abroad. The overseas Vietnamese community, now with over 6.5 million people residing in more than 130 countries and territories, is constantly growing, developing, and enjoying increasingly stable lives. The proportion of experts, intellectuals, scientists, entrepreneurs, and hi-tech workers is steadily increasing, with a younger demographic profile; some of them have assumed important positions in the political systems of host countries. The majority of our compatriots integrate themselves well into the host countries’ communities, actively preserve the nation’s cultural traditions and identity, look towards the Fatherland, make significant contributions to strengthening cooperative and friendly relations between Vietnam and host countries, and actively participate in the cause of building, developing and defending the Fatherland of Vietnam.
Nevertheless, a small segment of overseas Vietnamese still harbour prejudices, their perceptions and actions do not align with the interests of the country and the nation, and some have even engaged in actions sabotaging the friendly cooperative relations between Vietnam and host countries, causing division within the Vietnamese community. The legal status and living conditions of the Vietnamese community in certain countries still face hardships; the mobilisation of community resources to serve national development has not yet matched its potential while inter-agency coordination mechanisms are at certain times and in certain places lack synchronism.
To continue renovating and improving the efficiency of overseas Vietnamese affairs, consolidating the great national unity bloc, intensifying international cooperation, and creating momentum for the country’s rapid and sustainable development in the new era, the Political Bureau requires all levels, sectors, cadres and Party members to focus on thoroughly grasping and effectively performing the following tasks:
I. GUIDING VIEWPOINTS
1. Overseas Vietnamese are an inseparable part of the community of Vietnamese ethnic groups and constitute one of important strategic resources contributing to enhancing the nation’s concerted strength; they serve as a bridge between Vietnam and the world; and accompany and directly participate in the cause of building, developing and defending the Fatherland of Vietnam.
2. Overseas Vietnamese affairs play an important role in implementing the Party’s foreign policy. The Party and the State are responsible for caring for and protecting the lawful and legitimate rights and interests of, , and coordinating in the assurance of security and safety for overseas Vietnamese. In the new period, overseas Vietnamese affairs should shift from mobilisation, gathering and care to companionship, mechanism facilitation, and mobilisation of overseas Vietnamese to participate more deeply in the nation’s journey of integration, building and development.
3. Overseas Vietnamese constitute a special part of the great national unity bloc, regardless of ethnicity, religion, origin or social status. Promoting similarities and common goals among Vietnamese people encompasses national consciousness, patriotism, national pride, the aspiration for development, and joint efforts to build a peaceful, independent, democratic, prosperous, civilised and happy Vietnam. The Party and the State always appreciate, approach with an open mind, and listen to all constructive contributions, even different viewpoints that do not harm the interests of the country and the nation. To uphold the spirit of national reconciliation, eliminating prejudice, putting the past behind, and looking towards the future.
4. Overseas Vietnamese affairs are the responsibility of the entire political system and our compatriots at home and abroad; they must be conducted in a regular, continuous, comprehensive, synchronous, focused, targeted and flexible manner based on strengths of each department, ministry, sector or locality, and in accordance with the laws, customs and traditions of Vietnam and the host countries.
II. OBJECTIVES
1. To build an overseas Vietnamese community with a firm legal status and capable of profound integration and stable development; to preserve and spread solidarity traditions, the nation’s cultural identity, humanistic and historical values, and the Vietnamese language among the young generation and future generations of Vietnamese; to promote the role of “ambassadors of Vietnamese culture, country and people”; to enhance the status, responsibility and prestige of overseas Vietnamese in the host countries, thus consolidating the great national unity bloc and elevating the national soft power and prestige.
2. To strongly arouse patriotism, the aspiration for devotion, and the nation’s pride; to promote the role of serving as a bridge of friendship and cooperation between Vietnam and the world, and as an important resource in socio-economic, cultural, healthcare, education, science, technology and innovation fields, thus helping spread and connect the nation’s values and strength with the strength of the times.
3. To improve mechanisms and policies in a synchronous and breakthrough manner to create an open and favourable environment for connecting, attracting and effectively utilising the resources and intellect of overseas Vietnamese; to bond the overseas Vietnamese community through a sustainable ecosystem network connecting Vietnamese experts, intellectuals, scientists, entrepreneurs, artists, and the young generation globally, making practical contributions to the cause of building, developing and defending the Fatherland of Vietnam.
III. TASKS AND SOLUTIONS
1. Continuing to renovate the mindset, raise the awareness, and strengthen the Party’s leadership over overseas Vietnamese affairs
Party Committees and Party organisations shall continue to thoroughly grasp the Party’s guidelines, policies and guiding viewpoints on overseas Vietnamese affairs.
To continue to improve the mechanisms and methods of the Party’s leadership over overseas Vietnamese affairs. To continue to renovate the mass mobilisation and people’s diplomacy work regarding overseas Vietnamese. To enhance the understanding of thoughts and aspirations, sincerely listen to constructive contributions, and promptly address the lawful and legitimate aspirations of overseas Vietnamese.
To uphold the sense of responsibility of Party Committees and Party organisations, administrations, cadres and Party members, especially Vietnamese representative missions abroad and heads of agencies, in leading and directing overseas Vietnamese affairs; to include this content in development strategies, master plans and plans of sectors, fields and localities; to intensify monitoring, urging, inspection, supervision and evaluation of implementation.
2. Continuing to improve mechanisms and policies, and create a favourable environment and conditions for overseas Vietnamese compatriots to elevate their status and prestige, promote their potential and strengths, thereby actively contributing to the homeland and country
To continue to review, amend, supplement and improve the system of policies and laws related to overseas Vietnamese in a synchronous, transparent, stable, facilitative, and service-oriented manner. To adopt breakthrough mechanisms and policies to attract, connect, and efficiently utilise resources from overseas Vietnamese, especially the contingent of experts, intellectuals, scientists, entrepreneurs, artists, and the young generation, etc., with a view to facilitating the resolution of issues regarding nationality, housing and investment in line with the Party’s guidelines, orientations and regulations and the State’s laws in relevant fields. To further cut down and simplify administrative procedures, step up digital transformation, and improve the quality of public services related to overseas Vietnamese affairs.
To improve mechanisms to facilitate the active and responsible participation of overseas Vietnamese in political, economic and social life of the country, enabling them to become members of certain socio-political organisations at home, contribute opinions to the formulation of guidelines and policies, and participate in socio-economic development, science, technology, innovation and digital transformation programmes and projects.
To improve the quality of research on overseas Vietnamese affairs, and promptly adjust and add solutions suitable to each period. To proactively prevent, resolutely combat, and prevent the exploitation of the Party’s guidelines and policies and the State’s policies and laws regarding overseas Vietnamese affairs for personal gain, causing division within the overseas Vietnamese community, sabotaging cooperative relations between host countries and Vietnam, and adversely affecting the prestige and interests of the country and the nation.
3. Building a united and developed overseas Vietnamese community that actively look towards the homeland and the country
To strengthen coordination with host countries’ authorities in ensuring security and safety and creating favourable conditions for the overseas Vietnamese community to attain a firm legal status, integrate themselves deeply into the host countries’ communities, and preserve and promote the nation’s cultural identity; to recognise the overseas Vietnamese community as an ethnic minority group or a lawful and long-term constituent of the host country.
To continue to expand, develop and consolidate the organisation, and improve the capacity and operational efficiency of associations and networks of overseas Vietnamese towards solidarity, autonomy, promotion of the nation’s pride, and strengthening of connections with host countries and domestic connections. To discover and nurture core personnel, especially the young generation within associations. To pay attention to providing part of funding to associations in their activities directed towards the homeland and the country, and to overseas Vietnamese who encounter extremely difficult circumstances.
To continue to promote the work of national solidarity and reconciliation. To diversify activities binding compatriots to the homeland and the country; to encourage overseas compatriots to remember and express gratitude to their origin; to continuously diversify forms of public communication and mobilisation targeting individuals who still hold prejudice; to step up the resolution of issues left by the past and the consequences of war based on Vietnam’s law and morality. To attach importance to substantive commendation, timely honouring, spreading, encouraging and motivating overseas Vietnamese to make active contributions to the cause of building and defending the Fatherland.
To continue to improve mechanisms and raise the efficiency of citizen protection work, especially in emergency situations. To intensify law dissemination and education, and establish more legal consultancy and aid channels to raise the awareness of compliance with the laws of Vietnam and host countries among overseas Vietnamese and Vietnamese citizens traveling abroad. To promote international cooperation, step up the conclusion of treaties and international agreements concerning security, mutual legal assistance, criminal matters, extradition, crime combat, illegal migration, and human trafficking, etc.; to coordinate with host countries in protecting the lawful and legitimate rights and interests of Vietnamese citizens and overseas Vietnamese. To strengthen coordination with host countries’ authorities in implementing appropriate and effective measures to reduce violation of the laws of host countries by Vietnamese citizens.
4. Efficiently utilising resources of overseas Vietnamese to serve rapid and sustainable development and defending of the Fatherland
To intensify the attraction, connection and efficient utilisation of the contingent of Vietnamese experts, intellectuals, scientists and talents abroad in fields of innovation, digital transformation, semiconductors, artificial intelligence, and biotechnology. To adopt policies to provide incentives and create a transparent and competitive working environment for overseas Vietnamese, vesting them with authority and creating conditions for their long-term participation or flexible remote contribution; to honour and efficiently utilise valuable works, initiatives and products to serve national development.
To promote the bridging role of, and create favourable conditions for, overseas Vietnamese entrepreneurs and businesses to invest, engage in production and business, transfer technology, and form cooperative networks, supply chains, innovation centres, and start-up ecosystems between Vietnam and the world, thereby expanding markets and promoting the popularisation of Vietnamese goods and services internationally.
To promote the role of the overseas Vietnamese community in defending the Fatherland early and from afar. To combat and refute erroneous and hostile viewpoints, and activities exploiting overseas Vietnamese to subvert the country. To strengthen soft power, contributing to building the national image and profile; to gain international support for the overseas Vietnamese community to act as a bridge of friendship between Vietnam and the world. To encourage and support capable Vietnamese individuals to join international organisations.
To build, connect and effectively operate a database on overseas Vietnamese; to periodically organise forums and dialogue mechanisms to receive, respond to, and bring into full play, initiatives and proposals of overseas Vietnamese.
5. Promoting the role of overseas Vietnamese in preserving the Vietnamese language and the nation’s cultural identity, and strengthening ties with the homeland and the country
To renew methods of, and intensify international cooperation in, researching, teaching and honouring the Vietnamese language. To continue to advocate for governments of host countries with large Vietnamese populations to support the inclusion of the Vietnamese language in educational curricula at all levels. To provide part of funding and professional training for Vietnamese language teachers in the community.
To promote the role of overseas Vietnamese as “cultural ambassadors” and “ambassadors of friendship” in introducing and promoting the image of the country and people of Vietnam. To value and honour Vietnamese talents abroad; to promote the role of Vietnamese cultural centres abroad.
To pay attention to supporting and promptly addressing the religious and spiritual needs of overseas Vietnamese. To support religious dignitaries and followers who are overseas Vietnamese to return home to participate in religious activities. To continue to create conditions for domestic religious organisations to guide religious practices for overseas Vietnamese; to mobilise religious organisations to send domestic religious dignitaries to participate in international religious activities, ensuring alignment with the laws, customs and traditions of Vietnam and host countries.
To pay attention to, and support, the young generation of overseas Vietnamese to stay attached to the homeland and the country. To intensify education about the nation’s traditions, history and culture, and promote experiential activities, “returning to the roots” activities, learning, start-up, innovation, volunteer activities, and people-to-people exchanges. To intensify the application of digital technology so that the overseas Vietnamese community can easily access, exploit and promote Vietnamese knowledge and cultural resources.
6. Promoting the initiative role of overseas Vietnamese in information and public communication work
To encourage and create favourable conditions for overseas Vietnamese to inform and popularise the Party’s guidelines and policies and the State’s policies and laws; to promote and spread the image of the country and people of Vietnam as rich in cultural identity, affectionate, faithful, humane, responsible, and actively contributing to human progress and civilisation.
To intensify the sharing of objective and accurate information on Vietnam’s development, prestige and profile in the international arena, as well as policies and laws, and overseas Vietnamese’s contributions to the country. To diversify methods of transmitting information on digital platforms.
The State shall adopt mechanisms and policies to support, facilitate, and provide more training and further training courses for overseas Vietnamese to actively participate and cooperate in the work of information and public communication about Vietnam in the host countries.
7. Consolidating the organisational apparatus, and strengthening coordination mechanisms and resources for overseas Vietnamese affairs
To continue to consolidate the organisational apparatus towards a streamlined, effective and efficient model endowed with sufficient authority and status to comprehensively assume the prime responsibility for and coordinate in relevant tasks, thus meeting the requirements of improving the quality of overseas Vietnamese affairs in the new situation.
To strengthen inter-agency, inter-sector and inter-locality coordination mechanisms concerning overseas Vietnamese affairs. The Ministry of Foreign Affairs shall act as the focal-point agency in charge of providing strategic advices, and coordinating and performing the unified state management, while Vietnamese representative missions abroad shall directly carry out specific activities concerning overseas Vietnamese. Departments, ministries, sectors and localities shall promote their proactive role in overseas Vietnamese affairs, linked with development strategies of their respective sectors, fields and localities.
To ensure resources for overseas Vietnamese affairs. To arrange cadres and specialised divisions in charge of community work at Vietnamese representative missions abroad, especially in geographical areas with large Vietnamese populations. To provide regular professional training and further training courses to improve the quality of overseas Vietnamese affairs towards professionalism and modernity. To attach importance to allocating state budget funds while promoting the mobilisation of lawful social resources to ensure effectiveness of overseas Vietnamese affairs.
IV. ORGANISATION OF IMPLEMENTATION
1. Provincial/municipal Party Committees, the Executive Committees of the CPV Organisations under the Central Committee, Party departments, and the Party’s non-business units at the central level shall lead and direct the thorough dissemination and implementation of this Resolution according to their assigned functions and tasks; and regularly urge, inspect and supervise the implementation of this Resolution.
2. The Executive Committee of the National Assembly CPV Organisation shall lead and direct the review and improvement of laws concerning overseas Vietnamese; strengthen the supervision of the implementation of this Resolution and relevant regulations. It shall urge the National Assemblies and parliaments of host countries to create a firm legal framework for the Vietnamese community in the host countries.
3. The Executive Committee of the Government CPV Organisation shall lead and direct the prompt translation of this Resolution into mechanisms and policies, and formulate the Programme of Action to implement this Resolution; direct the Ministry of Foreign Affairs CPV Committee to assume the prime responsibility for, and coordinate with related agencies in, monitoring, urging, inspecting, supervising, reviewing and reporting on the implementation of this Resolution under regulations.
4. The CPV Central Committee’s Commission for Publicity shall assume the prime responsibility for, and coordinate with the Ministry of Foreign Affairs CPV Committee and related agencies in, advising the Political Bureau and the Secretariat on organising the dissemination, public communication, education and popularisation of this Resolution.
5. The Executive Committee of the Vietnam Fatherland Front CPV Organisation and central socio-political organisations shall lead and direct the study and formulation of guidance for overseas Vietnamese to become members of certain domestic socio-political organisations; and promote the role of overseas Vietnamese in building and consolidating the great national unity bloc.
6. This Resolution replaces Resolution No. 36-NQ/TW of March 26, 2004, and previous directing documents of the Political Bureau and the Secretariat on overseas Vietnamese affairs, and shall be disseminated among Party Cells.-
