RESOLUTION No. 21/NQ-CP: Government adopts anti-corruption strategy

Corruption combat is an urgent, long-term and routine task of the entire political system in the process of building a law-governed socialist state of Vietnam.

This is set forth in Government Resolution No. 21/NQ-CP of May 12, on the national strategy on corruption prevention and combat up to 2020, which reaffirms the resolute attitude of the State and entire society toward corruption and sets the requirement of building a full-time anti-corruption force.

To uproot corruption, it is necessary to eliminate conditions for embezzlement and chances to take bribes by state officials, enhance cross-inspection among state authorities and post-holders, and improve legal institutions, especially those on offenses of corruption, the Resolution states.

The number of state secrets will be reduced and the right of citizens to access information will be guaranteed by state authorities.

Five major groups of measures are identified in the Resolution, including: enhancing publicity and transparency in policy making and law promulgation and enforcement; improving mechanisms to inspect and supervise the policy and law publicity and transparency; perfecting economic management mechanisms and creating an equal, fair and transparent business environment; raising the effectiveness of inspection, supervision, audit, investigation and adjudication for corruption detection and handling; and improving public awareness about corruption and mobilizing social participation in anti-corruption work.

The above measures will be taken through three phases, with the first phase (up to 2011) focusing on building capacity to detect and handle cases of corruption, especially those widely condemned by the people, the second phase (2011-2016) for applying more effectively preventive measures such as control of assets and incomes of state officials and employees and review of 10 years’ implementation of the Law against Corruption for its revision, and the final phase (2016-2020) for enforcement of the revised Law.

From now to 2012, the Government will initiate some anti-corruption schemes and plans, including a scheme on transparency of the drafting, submission and promulgation of policies and laws (to be approved in December 2011); a plan on revision of administrative procedures during 2011-2020 (June 2011); and a joint circular on publicity of investigation, prosecution, trial and judgment enforcement (October 2010). A scheme on examination for selection of a number of qualified leading and managerial posts will be approved in June 2009.-
