Decree No. 33/2011/ND-CP: Noisy, fire-unsafe vehicles to be heavily fined

From June 30, a fine of between VND 2 and 3 million will be imposed on those driving road vehicles using horns which make a noise in excess of the permitted sound volume level. Drivers whose vehicles are not furnished with adequate emergency tools and fire extinguishers as required will face a fine of between VND 300,000 and 500,000.

These are new provisions of Government Decree No. 33/2011/ND-CP of May 16, revising Decree No. 34/2010/ND-CP of April 2, 2010, on sanctioning of administrative violations in road traffic. The Decree also sets new deadlines for handling some acts of road traffic regulation violation.

Semi-trailer truck drivers who possess no FC-class driver license will be fined between VND 2 and 3 million from July 1, 2011, instead of July 1, 2010 as currently stipulated.

Drivers of cars, automobile-like vehicles, tractors and special-use vehicles and machines who park their vehicles on non-parking road sections or in places with danger signs in front of or behind their vehicles in contravention of regulations will be fined from July 1, 2013, instead of January 1, 2011.-
