| Bên thứ ba ngay tình là cơ quan, tổ chức, cá nhân có quyền, lợi ích hợp pháp đối với tài sản, giao dịch, hàng hóa, vật liệu, thiết bị, phần mềm, công nghệ, dịch vụ bị áp dụng biện pháp quản lý, kiểm soát, phong tỏa, tạm giữ, niêm phong theo quy định của Luật này; đã xác lập, thực hiện quyền, nghĩa vụ liên quan một cách thiện chí, hợp pháp mà không biết, không thể biết, không có hành vi thông đồng, che giấu, tiếp tay hoặc tạo điều kiện cho việc phổ biến, tài trợ phổ biến vũ khí hủy diệt hàng loạt. | Bona fide third parties means agencies, organisations or individuals having lawful rights and interests in property, transactions, goods, materials, equipment, software, technologies or services subject to management, control, freezing, temporary seizure or sealing measures under this Law, that have established or exercised relevant rights or performed relevant obligations in good faith and in accordance with law, without knowing or being reasonably able to know of, and without colluding in, concealing, aiding or facilitating, the proliferation of weapons of mass destruction or the financing of such proliferation. |
